Midwinter is the perfect time to refresh your wardrobe. Dark dresses with white accents are decreed for Spring. But even with Chicago in 32- territory, a woman can enjoy the boost of wearing these fresh print dresses. And they’ll carry her  later into the season when she can wear them without a coat. Oh, and in Chicago her clothing choices have just been doubled. Yesterday, the Chicago City Council passed a new ordinance allowing women to wear pants or men’s clothing, “provided they did not try to conceal their sex.”
